The bicycle bell as defined by the german StVZO

Within Germany, §64a of the Road Traffic Licensing Regulations (StVZO) stipulates that a bicycle must be equipped with at least one bicycle bell. The bicycle bell must sound a bright tone. Outside of Germany, legal regulations also apply in some cases with regard to signaling devices on bicycles that can emit signals in dangerous situations. Unlike in Germany, in Austria, for example, this does not have to be a bicycle bell in the narrower sense - here there is also the alternative of equipping a bicycle with other signaling devices (such as horns). Just like the horn on motor vehicles, the bicycle bell may not be used as a means of greeting. If a bicycle bell is to be roadworthy on a bicycle in Germany in the sense of the StVZO (German Road Traffic Licensing Regulations) and meet the legal requirements, the following requirements must be met, among others:

  • at least 1 bell; bright sounding

  • bell substitute (e.g. horn) is not sufficient or not permitted

  • bell must be operable when the bicycle is stationary

  • bell must function independently of electric current

Bicycle bells must function without electrical power in accordance with the StVZO. In addition, legally required bicycle bells must ensure that they can be operated as a signaling device even when the bicycle is stationary. Furthermore, bicycle bells are characterized across all models by the fact that they do not require any maintenance and their use must be guaranteed in all weather conditions. However, a bicycle bell must not cause unacceptable noise pollution. Wheel bells or storm bells are (unfortunately) prohibited in Germany because of this.

Bicycle bells - different shapes, materials, fastening options

Bicycle bells differ in terms of their ringing mechanisms, their shapes, the materials and colors used, possible patterns and sizes, as well as the possibilities of their attachment to the bicycle itself. For example, while different ringers make only a single sound, the signal of other ringers includes about two different sounds. Different bicycle bells also differ in terms of mechanics: Some bells involve tone generation inside the bell; older bicycle bell models, for example, incorporate a gear mechanism. Other bicycle bells, on the other hand, have mallets that are attached to the outside of the bell and generate a signal tone through external contact with the bell. Widely used and approved by the StVZO is the handlebar bell. As the name suggests, the handlebar bell is located on the steering wheel of a bicycle. Models that can be mounted in the handlebar ends or by means of integrated top caps or spacers in Ahead systems are also on the market. Here, the bell can be operated manually if required.
